The city is the county seat of Jackson County and is the primary city of the Medford, Oregon metropolitan statistical area which encompasses all of Jackson County. Medford is the fourth largest city in the state of Oregon (after Portland, Eugene, and Salem).

In 1883, a group of investors formed the Medford Land, Water, and Power Company which built a canal to deliver water to Medford and established the Bear Creek Power Plant. This led to substantial growth in the city as farms and businesses turned to the new water source. The 1990s brought another economic boom to Medford as the establishment of the Rogue Valley Mall, expansion of the local airport, and completion of the Interstate 5 freeway spurred commercial and residential growth.
